SB mucks Ac Qh: (Two Pair, Aces and Queens)

so here I 3bet Polarized 89s BB vs SB I cbet and check turn as I would assume villain has a lot of Ax which he will not fold flop or turn so on the river villain bets into me and I raise kinda small so he can call with any Ax although I do not have many bluffs here I have a lot of 2 pairs weaker than him but I though he would bet hands like AJs and A10 also on the river is this raise size too small? should I shove or is that too strong?
