I would call the flop with the intention to bluff vs any check on later streets. He's not repping anything with that c/r since there is absolutely no reason to raise sets and I don't see what kinds of 2 pairs he can have here, besides 86s maybe. As played, I would raise the river, assuming that he would bet his backdoor FDs on the turn and might have slowplayed a set on the turn because he's afraid of you folding your OPs on an the A.
