Villain is a 19/16 meh reg. steals 37% from this position, c bet s 70%/40% so far. Is this a clear raise? I thought that him calling w/ AA,AxQx,Ax5x,AxQy,Ax5y,QQ would be enough but we re actually a dog vs this range. He needs to call ~ half the time with AK for this to be a raise where we hit 55% vs (AA,AxQx,Ax5x,AxQy,Ax5y,QQ,44)@100,(AxKx,AxKy)@50. There is reason for him to be suspicious given I can perhaps raise Ax to get him off a chop. Thoughts?

Definitely raise. It's BVB which means he's much more likely to go into hero mode with his Ax hands. He also shouldn't expect you to get to the river with many 5x hands so you're only representing 55/44/A5 really and he should expect you to raise those hands some % of the time on either the flop or the turn.

Raising seems best. As james said he can herocall with his Ax hands since we rep very little. Also we will have a more aggresive image if he folds, so that it will be more likely to get paid off on other hands against him.

Can he bluff shove (or shove to break a chop) your river raise? If so, will you fold or call? The wider his range when bets the river and the more likely he is to bluff shove the more marginal it is to raise the river.

If he won't bluff shove, then raising is safer, and more attractive. I think you'll keep enough of his river betting range to make a raise plus EV if you click it back. I think, BvB, and with the Ace and fllush card on the turn, he gets to the river with a fairly wide range.

Really, the question boils down to assumptions about ranges and the effect different raise sizes will have on those ranges.
