25Z river raise line check

Blinds: $0.10/$0.25 (6 Players) BN: $32.25
SB: $25.35
BB: $13.92
UTG: $27.30 (Hero)
MP: $36.18
CO: $37.06
SB seems like a reg - running 26/19 with 11.7 3b, 44% river bet over 300 hands.
Preflop ($0.35) Hero is UTG with A K
Hero raises to $0.60, 3 folds, SB calls $0.50, BB folds
Flop ($1.45) 9 T 6
SB checks, Hero checks
Turn ($1.45) 9 T 6 Q
SB bets $1.04, Hero calls $1.04
River ($3.53) 9 T 6 Q Q
SB bets $2.53, Hero raises to $5.80

Flop could be a bet some of the time, on this occasion decided to check back as villains fold to cbet on flop and turn are 40%. On the turn, think we can profitably call given can be betting worse Ax and we have outs to improve but could be persuaded otherwise.

On the river, I get here with value hands like AQ, QTs, Q9s, perhaps some KJs and KQs. Opponent could be value betting all sets, 78s, KJ and Qx. I think opponent needs to be turning some hands into bluffs like 22-55 and maybe some 9x in order for this to be reasonable and I don't know if the average villain is. On the one hand, I'm not sure if we get to this river with a worse hand. We also block hands like Qx and KJ and don't block his bluffing range but at the same time most of the hands he might be bluffing with are things like worse Ax. If not this hand, which hands should we be bluff raising this river with and also is this sizing reasonable given we have very few bluffs?
