25NL - stealing in position in three bet pots

BB: SummerStarr: $28
SB: Mushmellow: $119.17
5 out of the 6 three bet pots he has fired out a cbet. I'm not really sure how many of those he continued to barrel, perhaps I should add that stat to my HUD. Villain was playing okay at the beginning of our match but lost a couple big pots and now is probably not playing his A game.

His preflop stats from the BB are
F: 45%
C: 38%
3B: 16%
Preflop ($0.35) (2 Players)
Mushmellow was dealt Q K
Mushmellow raises to $0.65, SummerStarr raises to $1.75, Mushmellow calls $1.25
He has been doing this small reraise to $2 preflop.
Flop ($4.00) 8 5 9 (2 Players)
SummerStarr bets $1.90, Mushmellow calls $1.90
Perhaps I can check raise this flop with my two overcards. I'm not sure whether or not this is a good play. I opt to float here instead.
Turn ($7.80) 8 5 9 6 (2 Players)
SummerStarr checks, Mushmellow checks
When he checks on the turn, I'm suppose to steal here right to complete the float play? At the time I thought my K high might have had showdown value but I don't think that is ever the case. Should I stab here or wait for a big river card to try to take the pot.
River ($7.80) 8 5 9 6 A (2 Players)

This is where I should be betting to steal the pot from him right? What type of sizing should I use as a default vs. an unknown.
