25nl raise on the flop in 3bet pot TT

Blinds: $0.10/$0.25 (5 Players) CO: $38.89
BN: $25.00
SB: $25.75 (Hero)
BB: $25.13
UTG: $28.89
Preflop ($0.35) Hero is SB with T T
UTG folds, CO raises to $0.75, BN folds, Hero raises to $2.50, BB folds, CO calls $1.75
Flop ($5.25) 2 2 8
Hero bets $3.80, CO raises to $7.60, Hero raises to $23.25 and is all in, CO calls $15.65

villain seems tagish, no real infos, i 3bet him for the 2nd time, first time he just folded...
i think against a reg best play would be to call and play poker, but i think it's very difficult because stack to pot ratio is 0,9 on the turn then and we re just hoping that he bluffs enough..
against bad players / unknowns i would just fold because they are often playing the nuts this way.
whats your opinion
