25NL - QQ vs 3bet

Blinds: $0.10/$0.25 (5 Players) CO: $20.00
BN: $45.72 (Hero)
SB: $25.00
BB: $2.32
UTG: $14.52
Villain is 21/15 4% 3bet after 13hands

Is this fine, or is there merit in flatting pre?

I made an error with 4bet size for some reason
Preflop ($0.35) Hero is BN with Q Q
UTG folds, CO checks, Hero raises to $1.25, SB raises to $4.00, BB folds, CO folds, Hero raises to $6.75, SB raises to $25.00 and is all in, Hero calls $18.25
