Villain bets small here. Wouldn't he bet larger with his nutted hands to try to build the pot to get more value on the river.

When he pots it on the river, it looks like he is trying to fold lower diamonds that he thinks I got sticky with on the turn. There are straight flush combos and A high flush combos that beat me. I'm thinking this is a pretty close decision. At the time I opted for a fold, but I'm not quite sure what the best way to analyze this is and if I should be calling here. Is it possible that he could be value betting worse in this spot?
