25NL - flop FH OOP, worst turn ever, river decision??

CO: $26.24 (Hero)
BN: $13.49
SB: $10.10
BB: $31.36
UTG: $30.62
HJ: $9.90
Only 20 hands vs this villain 32/26 0% 3bet so he may be fishy or have had a rush of cards - not shown down any cards. Its hard therefore to comment on post flop play
Preflop ($0.35) (6 Players)
Hero was dealt 6 6
UTG folds, HJ folds, Hero raises to $0.75, BN calls $0.75, SB folds, BB folds
Flop ($1.85) Q Q 6 (2 Players)
Hero bets $1.25, BN raises to $3.75, Hero calls $2.50
Bingo, great flop for me. I get a ton of value from any Qx hands so lead out as PFR.
Villain 3 bets, I think he can do this with Qx or occasionally other hands which assume I've whiffed here. I elect to call to keep villain believing he's ahead, there aren't to many cards I'm afraid of.....
Turn ($9.35) Q Q 6 Q (2 Players)
Hero checks, BN checks
...except another Q. All villains "Qx" hands that he thought he was betting for value now crush me plus any PP higher than 66. I opt to check nothing worse is ever calling.
River ($9.35) Q Q 6 Q 9 (2 Players)
Hero checks, BN bets $4.75

I've essentially got a bluff catcher but by checking turn haven't indicated any strength.

What's the plan? fold/raise/call??
