now I was deciding whether I would go for a check/call or small cbet.
What I didnt like in game was the scenario when it goes check check. Then OTT I do have like one street of value, soo betting and then x/folding the river? Or checking twice? Didnt really like it, because of his passivity.
Rather go for two cbets getting value from pocket pairs.

99-JJ and maybe even QQ are calling, sometimes even 66,77. I think its really thin, but since he is a weaker player, I believe he finds more trashy hands. Checking would lead almost to check/folding - he has got like QsJs,JsTs,QsTs (barely) and I doubt he would bet a pocket pair.. maybe x/folding, but still he is a fish its meeh

Could consider turning our hand into a bluff... but dont like it since he is still a fish..and my turn cbet was based on the assumption that he calls wider than he should, so it would makes no sense to counter that.. As well as I dont want to be challenging his range mainly contained from TP+
Final Pot
BN wins $19.95

What should be the highest ev play vs this type of opponent?

I like it.
Sounds nitty, but you seemed to have had a similar thought about already folding OTT.
1) Viallain wont bet 99-QQ here.
2) 8Xss hit a pair and wont bet either.
3) We block a lot of the remaining spade draws.
I dont like putting that amount of money in and folding to such a small bet on the river. Also in 4b pots I do like to size smaller, kind of a default PIO simplification size of about 1/4 pot. But I might be wrong...
