[20NL] How do we play this?

Blinds: $0.10/$0.20 (5 Players) CO: $20.27
BN: $9.74
SB: $20.75
BB: $21.00 (Hero)
UTG: $0.00
Hey, villain is fishy given his stack size :)
Preflop ($0.30) Hero is BB with Q A
CO folds, BN raises to $0.60, SB folds, Hero raises to $2.20, BN calls $1.60
Flop ($4.50) 8 9 2
Hero checks, BN checks
I wanted to check/raise all-in (there is here 1,6 psb left, but maybe bet/calling is whatever. Idk)
Turn ($4.50) 8 9 2 J
Hero checks, BN bets $3.40, Hero raises to $18.80 and is all in, BN calls $4.14 and is all in
Now that he bets 3/4 I don't think I have a lot of fold equity but I still have a combo draw, and some possible outs with the A. So bet/call, check/call (don't think it is that good) or check/raise?
