It's not my hand since i dont play nlhe. But i had a disagreement with a friend so i want to hear some opinions.

I know some ppl wouldn't 3bet JJ there but i'm mostly interested in our turn decision

1) Preflop is a mistake, since you really shouldnt have a 3-betting range Vs an UTG raise. since it's so hard to balance with enough Bluff/Value ratio. And JJ is too thin for value, given effective stacks 200BB+

I dont understand the Turn Bet? 

Is it for Value or is it a Bluff?

*)Villains 4-betting range should be fairly Polarized with Hands that's Crushing JJ equity-wise QQ+, and Bluffs that JJ is ahead of.

What is JJ accomplishing on the turn.  probably check/check/check 3-streets, and either C/F or C/C depending on the situation.

agree that I wouldn't 3bet JJ unless very loose opener UTG and fish behind, but you can def have a 3betting range of strong SCs and premium hands. i think i c/f turn, and if it checks through maybe bet river... in different positions you could go bet/bet for value, but given you 3bet/called a 4bet ranges are just too tight to make that play good, and because your 3bet/flat 4bet range is so strong, its tough for you to show up w/ bluffs, and also tough for 4bettor to show up w/ legitimate bluff catchers -- because of this, you just get owned way too much post flop for you to call JJ oop IMOs.
