I think its fine.
What do we know about villain?
What do you assume his flatting range to be in the sb after CO raise and BU flat? e.g - do you expect him to flat KQo or just KQs? Do you think he can have QQ/KK here ever?
There are a bunch of combo draws bill can have also and in my experience at these stakes population tend to just look at their cards and play their hand without thinking about their opponents range and action.
Either way unless you know some mega exploitable tendency like he only shoves sets and calls with rest of his range then I think folding would be an error.
Also, what was your thinking behind your turn raise sizing? It would leave you with a 2x shove on the river and there are so many river cards that are bad for you/ kill your action.
Could we make $3.50ish? And overbet shove any safe river?
I'd size up a little (3-3.50) ott.
But i would not overshove otr.
Villain will have Combo-Draws or Draws somewhat often. Those kind of hands might pay a big turn bet but will almost always fold to 1.5x bet otr.
Therefore, I suggest betting 1/3 - 1/2 otr to level them into a call.
