100NL 6max 3bet river lead

BN: $100
SB: $106.28
BB: $146.29
UTG: $118.13
HJ: $101.50
CO: $100 (Hero)
Preflop ($1.50) (6 Players)
Hero was dealt 9 7
UTG folds, HJ raises to $2.25, Hero raises to $6.50, BN folds, SB folds, BB folds, HJ calls $4.25
No reads on the table to influence preflop play much. I probably have something like SCs/one-gappers I didn't quite want to call with, broadways/suited aces with good blockers I didn't quite want to call with, AA KK some AK, in somewhere in the vicinity of a 2:4:4 ratio. I'd expect him to have AK AQ AJs KQs QJs .5 JTs .5 KK QQ-77 or something in that ballpark, I don't have any hands on him to know if he's opening particularly wide or defending particularly wide or even if he knows how to play poker.
Flop ($14.50) A K Q (2 Players)
HJ checks, Hero checks
I think this board hits us both pretty hard but hits him harder than it hits me. If I bet pot here I think I'm already playing against only 2p+ if he folds reasonably. He does have a good number of underpairs though. My strategy here was to bet a very strong value range on the flop planning to get three streets geometrically with AA KK and throwing ~10 of my SCs in with that (I feel like I should be lower on bluffs because his calling range has blockers to my value range. Maybe I should just be bluffing AJ given that) and then have a checking back range which is protected by AK and contains some hands which want to see a showdown against his low pairs and a few of my other SCs to balance bluffs with on the turn.
Turn ($14.50) A K Q J (2 Players)
HJ checks, Hero bets $13.01, HJ calls $13.01
This seems like an ideal turn to start bluffing with this particular SC. I'm very confident I can still bet AK for value on this turn though I might have to check back the river since JJ/TT just got huge and he already had a strong range. I probably get c/r'd a bit on this turn so maybe I want to bluff with no-equity stuff or blockers stuff instead of this hand, especially since I block half the 99 and 77 combos. I can still potentially win on the river with it.
River ($40.52) A K Q J 3 (2 Players)
HJ bets $25.92, Hero folds
This was the confusing part of the hand and why I posted it. If I assume he c/r'd tens on the turn he has a very condensed range here while I am somewhat polarized (though not entirely in actuality). So my question is whether or not I'm meant to jam here, I have an okay hand for jamming at this point because my blockers are now actually good since I'm trying to fold him off non-tens and maybe he has T9s sometimes and I obviously plan to value-jam T8s ATo ATs which I could easily have here so I do need to balance with some bluffs theoretically. I was just really confused by the bet into me and thought it was a T too often.

It's a jam, right? It has to be a jam....
Final Pot
HJ wins $38.70
