Zoom nlh t mtt - 2nd FT shove/fold decision on shallow stacks

UTG raises to 24000, UTG1 folds, LJ folds

Villain moved to table ~16 hands ago (when 2nd FT began), and has only opened once (2.3x from MP).

Zzz snap shove given shallow stacks or is this worth considering a fold?

Don't imagine villain to be folding much of his/her utg range & I'm assuming their min raise range is stronger than their open shove range, though I have no clue if this has an open shove range (on 18bbs+).  If not, and (22+, TJs+) are in their utg range (80% of which are raise-calling), seems like an easy shove.

But given how weak-tight the table is playing, and that most straight fwd casuals don't mess around utg here, is this spot too thin to jam?
