It is fine leading if you think this board won't be cbetted that often by him. A flop x/r is way better than a turn x/r. This flop connects probably more with your limp/calling range than with his limp/raising range so raising QT/T9/J8/J3s/83s/33 for value is perfectly fine.
The turn is a card is much better for his range than yours and don't think you have enough fold equity against his flop and turn betting range (after raising the limp also) to make this x/r as a bluff profitable since your value range gets too narrowed by not x/r the flop since you have some weaker 2 pair that needs protection in a board this dynamic.

What's your value range for shoving river except flushes? How many flushes can you reasonably have?
