PP on BU with awkward stack sizes

Blinds: t600/t1,200 (9 Players) MP+2: 97,826
CO: 29,900
BN: 32,380 (Hero)
SB: 47,120
BB: 95,136
UTG: 174,357
UTG+1: 46,960
MP: 58,270
MP+1: 49,760
Preflop (1,800) Hero is BN with 7 7
UTG folds, UTG+1 raises to 3,600, 4 folds, Hero calls 3,600, SB folds, BB calls 2,400
Flop (12,480) K 8 6
BB checks, UTG+1 checks, Hero checks
Turn (12,480) K 8 6 3
BB bets 3,744, UTG+1 folds, Hero folds
Final Pot BB wins 12,480

Given the strong range of UTG1 and my weird stack size whats the lowest pair we can flat on the BU? I guess 66? although we should never be ahead of his range. What would you be shoving here? Just standard 88+ or does the 3x affect that range as well?

Would you start flatting a hand like AQ here if you knew he is really tight and top of his range when he uses this open sizing?

I had only played 20 hands with this villain.
