V seems like a reg, playing 21/17 and has 3b at 17% over 53 hands.
3 hands before this one I opened utg, V 3b utg+1, I made a small 4b and V folded.

Seems ok, but I'd prefer to peel and play postflop w. KJs, and shove or fold KJo. You both have to be concerned with ICM, I think the big shove puts him in a tough spot with many hands (it's not like he's super happy 3b/calling ATo or 66 here), but it's also a big risk for you strategically speaking.
Im not sure if he can light often enough at this point. Since you have some dinamics, yes his 2nd 3bet shows more strength, you can leveling yourself the he knows you know this etc. that's why this one will be light, but he can expect a lot of defends to his 3 bet from your side, some calls Ip some 4bets, so ye I can imagine some bluffs here, but see more value in his move, I would flat pre, if kjo maybe a small 4bet again as you did before.
Agree that flatting is best in position, although I do prefer shoving to folding
