Betsizing flop - river call/fold?

Blinds: t1,400/t2,800 (8 Players) UTG: 118,870
MP: 69,246
UTG+1: 108,467 (Hero)
MP+1: 152,298
CO: 34,562
BN: 101,030
SB: 63,627
BB: 125,198
BB plays VP 18 PR 15 3B 0 over 33 hands
Preflop (4,200) Hero is UTG+1 with 9 9
2 folds, Hero raises to 5,600, 4 folds, BB calls 2,800
Flop (15,400) 2 8 8
BB checks, Hero bets 4,774, BB raises to 16,800, Hero calls 12,026
What sizing do you guys use on this kind of board? My initial thoughts is that he either is going after my weak flop bet or semi-bluffing his flush draw.
Turn (49,000) 2 8 8 5
BB bets 29,400, Hero calls 29,400
River (107,800) 2 8 8 5 J
BB bets 73,048 and is all in, Hero folds
River I'm planning to call if there is no club hitting the river.
Final Pot BB wins 107,800
