7bb effective in the BB. 13 to the bubble, what are we calling?

Good morning, I'm new to learning MTT strategy, so I'm curious about this spot. I have done some study regarding short stack shoves years ago, but let's just say I know the basics and that's about it. I played a live tourney on Friday, the first tourney I've played in over a year so I was pretty rusty. However, I picked up Owen Shiel's FTGU course and watched the first two videos before hand and can honestly say that with out it, I wouldn't have made it past the first break. I was fighting for my life all night, rarely above 20bb due to cards and as I mentioned, rust.

Anyway, blinds were 4000/8000/4000, I had 7bb remaining in the BB. Cards dealt were Q7hh. UTG +1 shoves for ~9bb. What are we doing in the spot?

Villain is unknown, and I had been blinding down for about 40 minutes, dead cards were coming my way with my best cards being K8o in MP. Not sure if I should be shoving with this hand at ~10bb, so this would be a secondary question.

100 dollar buyin, 130 entries w/33 rebuys. I ended up calling, thinking it wasn't a huge mistake and was knocked out in 27th. Villain flipped over KJo and neither of us improved.
