Is there a HH tool out there that lets me convert to or build a hand history from scratch  to a site-specific format?

Let's say I get an idea for analyzing a specific scenario, but I don't have a hand history for that situation yet. So I'd like a HH template for that scenario to use as input for some analysis software or replayer. Or I could have a hand history already, but the analysis software only reads HH's from certain sites, so I would need to convert it to one of those.

Is there such a tool available?

EDIT: I see that Deucescracked's Hand Converter does almost what I want. You can build HH's from scratch and get the output in Full Tilt format. Is there something similar that generates Stars format? Or perhaps something to convert FT --> Stars format.
