Is it a value shove?
After some analyzing, thought it is not so straight forward. With the money in the pot it seems we make money even with 50% but he might as well fold the combos p+draw so it's barely marginal.
Would be a better line to just check and reevaluate (leaning towards folding as he is so passive) ?

From what i've seen, rec players (at least he seems like one since he posted the blind in UTG), more often than not, shove pretty fast medium to weaker hands so you will very rarely drawing dead/very slim.
