PLO10 - Am I value-owning myself on river?

HJ: $9.72
CO: $10.18
BN: $16.20 (Hero)
SB: $9.90
BB: $7.72
Villian in this hand in 33/23 with 10.3 AF. I have only 127 hands on him, he seems laggy.
Preflop ($0.15) (5 Players)
Hero was dealt J 4 4 J
HJ raises to $0.30, CO folds, Hero calls $0.30, SB folds, BB calls $0.20
Flop ($0.95) 2 9 5 (3 Players)
BB checks, HJ bets $0.70, Hero calls $0.70, BB folds
Turn ($2.35) 2 9 5 J (2 Players)
HJ bets $1.70, Hero calls $1.70
Is it bad to just call here? I was struggling a bit to put him on range of hands and missed the fact there are lot of draws that can catch up on river.
River ($5.75) 2 9 5 J 7 (2 Players)
HJ bets $3.40, Hero raises to $13.50, and is all in, HJ calls $3.62, and is all in
When I raise here, is it worth it? He could be betting missed fd or maybe AAxx, but I assume he would fold to a raise with that.
