Call 3bet or fold on the flop?

UTG was a 21/15, so my think here was to check-raise here and try and represent a straight here as I don't think that this guys UTG range has many 89's in it and my range could definitely have more in than his so I went for the check-raise as I think I have a lot of fold equity here.
First of all what do people think of the check-raise?
Secondly what would you do here to his 3bet is it just a simple fold? does he always have something here?
