BB 28\19 kind of reg, but use not to rebuy to100bb (the shorter he gets - more he 3b)
overall 3b 7% (5k hands+ sample)

HJ folds, Hero raises to $1.50, BN folds, SB calls $1.25, BB raises to $6, Hero calls $4.50, SB calls $4.50

SB checks, BB checks, Hero bets $13.20, SB calls $13.20, BB folds

does the line makes sense at all?

pre is default w\ weak player in hand I guess

Flop. I dont care much what BB does, probably would lean towards cheking not having 6 here as getting x/r from SB is disaster. as played my plan was b\gii.

Turn. SPR is more than 1, so I can't shove and none bet is big enough to make SB fold his pair+fd(pair+ double gutter), I assume. So I check (probably the biggest point of the hand for me)

River. Villain checks, does it quickly. I assume he doesn't fold OP almost ever, could eventually herocall with 88-99 even 7 (tho, shouldn't have much of this). x/r - nothing, x/f 7xxx in most cases and anything that is worth. 

a) any sense betting on bigger side? 

b) overall bet>check back?
