25PLO KK on K23 mono flop

BN: $25.03
SB: $24.75 (Hero)
BB: $31.18
UTG: $76.25
HJ: $75.57
CO: $40.78
Preflop ($0.35) (6 Players)
Hero was dealt K 4 4 K
UTG raises to $0.85, HJ folds, CO folds, BN folds, Hero raises to $2.80, BB folds, UTG calls $1.95
Flop ($5.95) K 2 3 (2 Players)
Hero bets $3.81, UTG calls $3.81
Turn ($13.57) K 2 3 Q (2 Players)

Villain in the hand was playing 75/44/23, clearly not one of the better players.  Also has a fold to cbet of 17% ( might fold a little more on this board).

PF I like the 4b for value, villain has been calling off super light and getting himself into a lot <30% equity (will stack him if he picks up a pair+FD on a xxdxd.  I think that I like to have this hand in my flop cbet range in order to reserve the right to turn the hand into a bluff/semi-bluff (thinking about the card ranks I probably could have bet smaller).

On the turn with the SPR the way it is do we:

x/RAI, if the board checks threw we have nut outs.

bet small leaving some behind for a river barrel/value bet when we fill in.

Pot and commit (think this is my least favorite mainly because I am not sure how many flushes we fold out, probably hard to balance, and we get little to no value from worse).

On this board I thought that villain would have more flushes than anything else because of the 2 & 3 but on something like KT9 I am guessing that we like barreling more over x/r?
