Villain is semi unknown 24/20 over 100 hands

Should villain be leading stronger value hands on the river? On one hand im probably never bluffing when he checks but if he bets im probably never calling either. I think the best play is to bet since the majority of the player pool is more likely to call light than bluff in this spot.

In the hand i ended up valuebetting my tens on the river because i felt that any better hands in villains range should be a clear lead on the river, however i didnt take into consideration that he may be from the other school of thought or is just not very good.

Please give your thoughts on the hand or anything else on this situation in general.

Should villain have a checking range in this spot? Seems like my entire range is either pocket pairs, good ace highs or KQs. Against that range he probably never wants to cbet bluff so therefor checking his whole range makes sense? Also a hands like AA only gets 2 streets here.
