As the session continues villain does several erratic things, but is this a spot where he randomly decides to bluff minraise IP? - i'm not sure

Here is where i could of leveled myself. i bet less than half pot to get called by anything that called the flop that wasn't Qx or 4x, but villain minraises and of course reps only 4x or Q9 which he can have both having posted then called my raise.
