River spot with 44 on x3465

Blinds: $0.02/$0.05 (6 Players) BN: $7.42
SB: $9.26
BB: $5.21
UTG: $13.10
MP: $5.89 (Hero)
CO: $5.00
Preflop ($0.07) Hero is MP with 4 4
UTG folds, Hero raises to $0.15, 2 folds, SB calls $0.13, BB calls $0.10
Flop ($0.45) Q 3 4
SB checks, BB checks, Hero bets $0.25, SB calls $0.25, BB folds
Turn ($0.95) Q 3 4 6
SB bets $0.55, Hero raises to $2.00, SB calls $1.45
River ($4.95) Q 3 4 6 5
SB checks, Hero bets $3.49 and is all in, SB calls $3.49

The SB here is 48/31 over 47 hands. SB has been calling a lot of opens in the blinds and has folded to 0/4 cbets before this hand. The BB is a 14/10 tight regular. I went for a small bet size on the flop as I thought it was better for my range and the board texture, but I am not sure that's correct due to the fishy SB being in the pot. I think raising his turn lead is standard, though I may have just called against a pot-sized bet. As played do you think river is ok to shove for value or too thin?
