QQ in 4bet pot OOP

Blinds: $0.10/$0.25 (6 Players) BN: $82.32
SB: $27.13 (Hero)
BB: $29.33
UTG: $43.53
MP: $14.64
CO: $90.47
Preflop ($0.35) Hero is SB with Q Q
UTG raises to $0.75, 3 folds, Hero raises to $2.68, BB folds, UTG raises to $7.00, Hero calls $4.32
Flop ($14.25) 6 7 J
Hero checks, UTG bets $8.25, Hero folds
Final Pot UTG wins $13.61
Rake is $0.64

This was a hand against a very weird opponent.
He is openraising 32% in EP, but only 13% on the button, 3 betting 5% over 163 hands.
In these kinds of hands, when tight ranges clash I stopped having a 5bet range and just call everything I want to continue with preflop.
His flop sizing sucks now, when I call I have 12$ behind when the pot is 30$.
Do you x/f flop or x/jam?

I guess some will be advocating jam preflop, but I find it very hard to balance, especially because people bluff 4bet too little on this stake.
