NL50: Flopped TP+Flush draw vs UTG Fish.

BN: $102.88
SB: $50
BB: $50 (Hero)
UTG: $69.31
HJ: $71.37
CO: $50
UTG: 45/13 fish over 15 hands. No other relevant reads.
CO: Weak tight nitfish 16/7.
Preflop ($0.75) (6 Players)
Hero was dealt 9 7
UTG raises to $1.50, HJ folds, CO calls $1.50, BN folds, SB folds, Hero calls $1
Flatting preflop with 2 fish in the pot and do not see a reason to squeeze.
Flop ($4.75) 9 4 5 (3 Players)
Hero checks, UTG bets $4, CO folds
My standard is usually to just call here as I have a pretty strong hand, but he bets quite big.

I am not too comfortable calling his huge cbet OOP and facing another big bet on a blank turn.
Against this fish is it fine to just raise get it in?

I have around 50% EQ vs overpairs which is what I think he is repping when he bets this size.
