NL5- Was this bluff correct here?

Hero (MP): $6.12

CO: $7.25

BTN: $5.11

SB: $5.00

BB: $5.00

UTG: $4.18

Pre Flop: ($0.07) Hero is MP with 9 9

1 fold, Hero raises to $0.15, 3 folds, BB calls $0.10

Flop: ($0.32) 2 6 5 (2 players)

BB checks, Hero bets $0.18, BB calls $0.18

Turn: ($0.68) 7 (2 players)

BB checks, Hero bets $0.65, BB calls $0.65

River: ($1.98) Q (2 players)

BB checks, Hero checks

Final Pot: $1.98

Hero shows 9 9 (a pair of Nines)

BB shows 8 8 (a pair of Eights)

Hero wins $1.90

(Rake: $0.08)

Villain is 12/9 (VPIP/PFR) in 200 hands.

My question is, should I try to make plays like this? In a board like this his call in the turn means probably TT-QQ or 88. My goal was to try to represent here AA or KK and steal the pot. Should I have bet the river too? Was that double barrel bluff ok? Give me your opinion.
