NL25: range play on 8 high 2tone from UTG facing 3b

Blinds: $0.10/$0.25 (6 Players) BB: $43.68
UTG: $30.40 (Hero)
MP: $25.35
CO: $27.20
BN: $26.90
SB: $2.78
villain 20/17, 270 hands
3b 7
cbet raised pot: 58
Preflop ($0.35) Hero is UTG with 9 9
Hero raises to $0.75, 4 folds, BB raises to $2.50, Hero calls $1.75
Flop ($5.10) 8 6 3
BB bets $3.40, Hero calls $3.40
Turn ($11.90) 8 6 3 3
BB bets $7.95

Not that concerned about villain's stats. I'm more interested in this spot in a more general way because it seems like he can just go ahead and triple me with pretty much impunity. I think 99 is the bottom of my range here and I'm not even sure I'm supposed to defend this from UTG vs a tightish 3bettor. Should I even have a 4betting range here at all? Because if yes, then I'm super capped at QQ. If not, I still think he has a slight range advantage, can just c/f some missed broadways and otherwise fire three shells with his made hands and a bunch of strong semibluffs. Ideas how to appropriately defend here?
