NL200 JJ facing 4B pre-flop

HJ: $335.08

BTN is a reg
BB is a fish
Preflop ($3.00) (6 Players)
Hero was dealt J J
UTG folds, HJ folds, CO folds, BN raises to $5, Hero raises to $17, BB calls $15, BN raises to $46
Not sure if I should just flat or jam it. We are OOP and it will be hard to navigate many flops OOP 3-way. My equity is probably not that bad.

The problem is I don't have a big sample size on BTN's 4-betting frequencies to make an educated guess.

So I'm wondering in a vacuum would you guys suggest to just jam and realize our equity and not have to play post-flop, or flat and just try to set mine with the fish?
