NL200 - facing 3barrell with boat

BN: $312.77 (Hero)
SB: $200
BB: $200
UTG: $242.38
HJ: $228.42
CO: $200
MP is a reg 22/18 8 3bet and BB is a reg but more looser 29/25 16 3bet
Preflop ($3.00) (6 Players)
Hero was dealt 9 T
UTG folds, HJ raises to $6, CO folds, Hero calls $6, SB folds, BB calls $4
Flop ($19.00) Q 9 T (3 Players)
BB checks, HJ bets $13, Hero calls $13, BB calls $13
Turn ($58.00) Q 9 T 9 (3 Players)
BB checks, HJ bets $38, Hero calls $38, BB calls $38
Until now I think it´s pretty standard overall. Here I suppose is a std call, we can keep draws in the hand, and even stuff like KJ might be valuebet himself, even though I think his range to 2 barrell 3way here is more tight than average since his cbetting OOP is 50 52 55.
River ($172.00) Q 9 T 9 6 (3 Players)
BB checks, HJ bets $132, Hero folds, BB calls $132
Here it gets really interesting. He has 1PSB but decided not to shove. I´m not sure what does that mean coming from a reg, from fishes it´s normally value. I´m losing to 1 combo of TT and 3 combos of QQ and he might sometimes bet this with AcJc or AcKc or AcTc which are 3 combos as well. If we put those 6 combos we win 50% and need to win 30% against this size but I´m just not confortable calling here. Am I folding too much of my range here ?
Final Pot
HJ has Q Q HJ wins $433.20
