NL200 - effective nuts on turn VS weird villain REG

Blinds: $1.00/$2.00 (2 Players) SB: $679.51 (Hero)
BB: $200.00
Villain is playing me HU for the first time ( he might be on tilt)
Preflop ($3.00) Hero is SB with T 7
BB raises to $4.00, Hero calls $2.00
Flop ($8.80) 4 Q 7
Hero checks, BB checks
Turn ($8.80) 4 Q 7 T
Hero bets $8.40, BB raises to $22.00, Hero raises to $74.40, BB calls $52.40
Weird turn play by him. I think we have almost 100% the best hand here except for the rare 1 combo of 10s. So do you like 3betting this turn, we have a lot of draws here so opt to make it big.
River ($157.60) 4 Q 7 T 3
Hero checks, BB bets $121.20 and is all in, Hero calls $121.20
Not sure about the river. When he shove im gladly calling, but is there some merits of shoving ourself? I think x calling is def best as he is likely to bluff all is str8 draw and maybe turn something to a bluff and almost never has a flush (we hold the 10c)
