what do you think? This fold is too nitty?

He was playing 25/17 with 60% fold to cbet.
I don't see many hands in his range that he is check-calling flop and check-raising turn, mostly value hands with 7x, maybe some Jx and maybe combo 56 in spades. Most of his draws, like FD, SD and combos like 98 etc. he should check-raise on flop, right?
CBet on turn obligatory, right? To get value from FD, SD and lot of gutshots?
