nl100 zoom - marginal SD value in 4b pot

BN: $177.42
SB: $114.65
BB: $237.45
UTG: $105.89
HJ: $106.62
CO: $110.42 (Hero)
villain is one of the russians that seem to have same opening range from utg through co, of ~25%

only 4bets 11%

Preflop ($1.50) (6 Players)
Hero was dealt 8 9
UTG folds, HJ raises to $3, Hero raises to $9.50, BN folds, SB folds, BB folds, HJ raises to $19.75, Hero calls $10.25
button and sb both have 15%+ 3b so flatting seemed meh and with villains low 4b % i don't mind 3b'ng this type of hand.

should probably just fold vs his 4bet tbh, is calling a huge mistake?
Flop ($44.00) 9 J J (2 Players)
HJ checks, Hero checks
Don't see much point in betting I think he can definitely check his overpairs here as well as his give ups.
Turn ($44.00) 9 J J 5 (2 Players)
HJ bets $19.50, Hero calls $19.50
Not thrilled when he bets turn, I expect him to check AK/AQ again but there is still some chance he is bluffing his Axs or even value betting A5s or something.
River ($83.00) 9 J J 5 T (2 Players)
HJ checks

So here is where my question really is.

Should we turn our hand into a bluff?

In reality I don't think this card improves us very much at all. We probably fold KQo vs his 4bet and don't 3b KQs in the first place, we don't 3bet TT either and 78s stabs flop or folds turn. So we only really rep Jx that slowplayed the flop.

But I feel like its a spot where multi-tabling regs at 100nl will just be like that's not a good card and potentially x/f QQ+. Or do we just have enough SD value that it's not worth trying to make him fold the top of his range?

Thanks
