NL100 TPTK in 3B pot vs. flop minraise

BN: $256.25
SB: $112.16 (Hero)
BB: $98
UTG: $58.01
HJ: $130.31
CO: $48
MP is 28/24 over a small sample. BB is unknown but I noticed he is from Germany and sitting with less than a full stack.
Preflop ($1.50) (6 Players)
Hero was dealt A Q
UTG folds, HJ raises to $3, CO folds, BN folds, Hero raises to $10, BB calls $9, HJ calls $7
Not sure if 3-betting or flatting is better here.
BB flats my 3-bet giving MP a better price to flat as well (widens his range to suited hands and pocket pairs).
Flop ($30.50) Q 9 3 (3 Players)
Hero bets $15.50, BB raises to $31, HJ folds
Excellent flop... or is it? BB minraises me here.

I think his flatting 3-bet range that could minraise the flop is: AQ, 99, slowplayed AA/KK, and add some donkish hands like KQ/Q9s

The only semi-bluff available on this flop is JTs and it's unlikely he would minraise that and shut out MP from calling.

Folding, calling, and shoving all feel so dirty :(
