NL10 - Super easy go broke OTR?

Blinds: $0.05/$0.10 (5 Players) SB: $9.72
BB: $10.76
UTG: $10.29
CO: $10.64
BN: $14.05 (Hero)
Hi,

Vilain: looks tight passive: 18/13 on 41 hands (it's a 5max table)
BB: looks fishy: 50/19 on 17 hands
Preflop ($0.15) Hero is BN with A 3
2 folds, Hero raises to $0.25, SB calls $0.20, BB calls $0.15
Flop ($0.75) 7 K 4
SB checks, BB checks, Hero checks
Don't really want to talk about flop and turn, Cbetting probably ok but I just decided to give up this one
Turn ($0.75) 7 K 4 2
SB checks, BB bets $0.10, Hero calls $0.10, SB calls $0.10
Could have raised, it looks weak but decided to take the free card IP
River ($1.05) 7 K 4 2 5
SB bets $1.20, BB folds, Hero
Ok, here is my problem, is this a super easy raise/call when he overbets the river?

With what hands is he doing this for value? A3, 86s, maybe 63s but I don't think it's in his preflop range, 55 but is he going broke with? Maybe some DP hands but I only see 75s, 54s in his preflop range and not sure he is shoving that vs a raise.

If he is only overbetting/going broke with straight and just calling 55/75s/54s (not sure 75/54 overbets river) I think I have to raise fold no? Maybe just call if it's only 55/86/63/A3

Sorry if the decision looks super easy for you but for me I think it's an interesting spot and I would love to have your thoughts on that!
