How would you build your preflop range with these population statistics?

Hi everybody, how would you adjust your range and betting size if you are playing in the following cash game? Here are some population statistics:

Game: 1/2/4 ante 1 (9 max)

Minimum buy-in: $200

Stack size: More than half of the players have a stack of less than or about $200, and some are $400-600 or even $800+ deep (Hero will normally buy-in for $400-600)

Vpip/pfr/3-bet: About 35/10/3

Limp: Both open limp and over-limp stats are about 25-30% from every position

Limp-fold: 60%+ ($20+ raise)

Call open raise: 20% from every position

Fold to steal: 75%(SB), 70%(BB), 60%(Straddle)

Fold to c-bet: About 55%

Any input would be greatly appreciated!
