We will be risking 14bb to win 2+0.5+7=9.5
A = 14/(14+9.5)=0.6
1-A=0.4
Villain needs to defend at least 40% of his range (by calling or 5-bet shoving).

This is what basic GTO can say about this situation.
But this doesn't really help me building a range or knowing what my frequencies for 4-betting should be, and what is my bluff/value ratio ?

Is there an answer to these questions or is everyone navigating in the grey area of poker, not knowing precisely what the % of 4-bet and the bluff/value ratio should be ?
