I have him tagged as a reg, but no specific reads

Pretty loose open, but not crazy

Hero bets $4.50,
El Deucey calls $4.50
Standard c-bet. Way too much equity to c/f, and we don't really rep much with a c/r. Plus, we give him a chance to check behind

Hero checks,
El Deucey checks
I usually bet for value, but he has a bunch of 8Q/QJ/9T, and I didn't want to be in a a bad spot.
It also balances my turn checking range, since we'd also do this with hands like 99/Jx/8x etc.

El Deucey raises to $39
He checks behind, which tells me probably has one pair, probably with a gutshot and/or heart blocker.
Since he's bluff catching versus my river bet, and the fact that I'd likely barrel hearts on the turn, I decided to overbet.
Don't ever see him having two pair or better, and my hand is polarized to flushes or air (since I'd bet 9T pretty much every time on the turn).
He raises pretty quickly and pretty small. First thought is 'super easy fold', but this might be a pretty gross level.
Does he raise this small with a flush? He'd have to check back a pair+FD or a naked flush draw. Neither seems likely.
And he'd bet a draw heavy board here every time with two pair/T9.
