Constructing Ranges pt.2 - Flat or 3bet?

So going through my process of building and studying my ranges, I came across a new question. Say we're on the BTN against a CO open who has a range of 22+, Ax, K8o+, QJo+, J8o+, 65s+, 75s+. If he folds all of his weak aces, weak kings, SCs and low pairs then we can essentially 3bet profitably with any two cards. (His folding range is 60%, flatting range is 23% [which 72o is 27.5% against] and we need 66% to be profitable. So (0.275)(0.23)+0.6>0.66)

So two questions:
Are these ranges accurate?
And if so (or even hypothetically), how would I go about figuring out if it's potentially MORE profitable to flat IP?
