So my problem here is that i tend to pay off short stacks, regardless of their player-type. If they have fishy stats for sure go ahead and stack off wider pre and play top apir good kicker postflop like its the nuts BUT this villain seems very nitty. So his bets and raises will be ALL value for sure.
