I don't always 3 bet this vs UTG open but the short stacks in these games are almost always fish so I tend to 3 bet them pretty wide.

Are you ever raising flop or turn? This seems like a pretty strong line from villain. Would you have a raising range here at all? Maybe just some sets and AKcc, AQcc? River seemed like a pretty easy fold. We have plenty of 2 pair and some sets to call with.
