99 with low SPR

Blinds: $0.08/$0.16 (6 Players) BN: $18.61 (Hero)
SB: $9.80
BB: $18.56
UTG: $27.27
MP: $16.00
CO: $16.00
Only 20 hands on villain he played 21/21/20 so nothing useful
Preflop ($0.24) Hero is BN with 9 9
3 folds, Hero raises to $0.36, SB raises to $0.88, BB folds, Hero calls $0.52
Preflop if he has lets say 40bb are GII with 99? Do you think that calling is best with this stack size?
Flop ($1.92) 3 5 2
SB bets $0.96, Hero calls $0.96
On the flop i think calling is the best.
Turn ($3.84) 3 5 2 3
SB bets $1.76, Hero raises to $16.77 and is all in, SB calls $6.20 and is all in
On the turn is where we face the commiting decision so i think that given the SPR to the river if we call, it might be better to fold or jam this turn given the flush draws, or dou you think that calling is still best?
If he only GII with all is NFD and KQs and TT+ we only have 28% equity, also plugin this values on a bluff equity calculator he would need to fold 17.15% for this to be break even and IMO we don't have that much FE, so is it better to just fold this?
