Opponent is small stacked which is typical for a fish

Opponent is not full stacked which is typical a fish

SB checks, Hero bets $0.89, SB calls $0.89
Decided to make a small bet to see if I can pick up the pot and let draws pay for it.
River ($4.70) 9 4 2 3 J
SB bets $2.23, Hero calls $2.23
Decided to call as the opponent did not show any interest in the pot (besides calling a small turn bet) on the previous streets and thus unlikely he has a flush and thus hes more likely bluffing and the price is ok.
