50NL 3b AA, cbet facing minraise IP K63r 9 6

UTG raises to $1.50, UTG1 folds, LJ folds, HJ folds, CO calls $1.50, BN folds, SB calls $1.25, Hero raises to $6, UTG calls $5, CO folds, SB folds
Flop ($16.00) K 3 6 (2 Players)
Hero bets $8, UTG raises to $16, Hero calls $8
This flop raise just makes no sense to me, maybe he is value raising exactly AK? maybe he has a set?

we didn't have any postflop dynamics so i felt 3betting here just folds out his bluffs (if he has any) and loses to the sets and wins vs AK/KQ which is drawing slim anyway, so i elect to call instead.

I'm not expecting him to be inducing with Kx here versus my bluffs but its a possibility. Overal i'm really surprised to see a raise here.

Turn he gives up OR realizes that he may be overplaying his hand KQ/KJ etc like a tester raise "to see where he is at" - i see this type of raise with some frequency.
River ($48.00) 6 (2 Players)
Hero bets $29.16, UTG calls $29.16
I shove hoping he hero calls with worse. Maybe he has Kx and randomly decided to pot control.

This hand really tilted me but when i thought about it more my line doesn't make sense - my river play needs to be re-evaluated. Its surely a check to induce another bluff OR have him value bet Kx when my hand looks like QQ

What i'm thinking about is how do i build a continuing range if villian does attack this board by bluff raising sometimes, would i bet cbet/3bet this flop or would i float the raise OOP and bet the river when the turn goes check/check? So with the bluff portion of my cbet range would it be better to raise again OTF or call and bet river when checked to?
