villain is 39/31 over 92 hands / 17% 3 bet pf / last time i raise B vs B he 3 bet i folded

is it a good hadn to 4bet bluff? i thought that would be a good spot to 4bet since he 3 bet a lot and im OOP

on flop.... i cbet idk why but i thought i had FE since the board was one tone but im probably not right on this one....

but what about pre flop?
